Having the same issue here, I tried using an older version of ImageMagick but seems like it doesn't work at all :(
Update: got it working by installing ImageMagick-7.0.11-0-Q16-x64-static.exe from the Wayback Machine at the MagickMeter's issue at https://github.com/khanhas/MagickMeter/issues/10 Maybe it's specific for my computer, but maybe it's a good try to...
