PyTorch: increasing --shm-size to allow multiprocessing data loaders

For processing jobs there exists no workaround to set `--shm-size` at the moment.

Can you follow this guidance here by increasing the `--rest_api_timeout_in_ms` from the default 30 seconds to 180 seconds for example. [Timed out waiting for notification](https://github.com/tensorflow/serving/issues/1006#issuecomment-467243985)
