"Ignore folder structure" also ignores layer path in the name

Hello! I would like to be able to save files without subfolders yet to keep the names as "groupName-layerName". If I select "Ignore folder structure" then it is also ignored...

When I set to encrypt my passwords, only empty file creates (xml or csv, 0 bytes). Firefox 20.0.1, Password Exporter 1.2.1.

The last slash isn't always there, at least in Firefox.
