I think adding parallax properties/functionality on the base MapLayer is fine. It's a pretty common/generic need whether you use Tiled (editor) for making maps. If I recall, Tide does/did have...
I am sure the suppression of a setter stub for final fields was simply for 'correctness' and not really a limitation of GWT.
If I recall, we also have a few modifications to Box2D in there, but whether they'd still be needed is unknown.
Oh boy, the file naming is entirely different. Also, JBox2D, which is used for GWT hasn't kept up.
Just an update, I'm working on this.
Note, I am working on this in a new separate repo: https://github.com/libgdx/gdx-box2d I've committed what I have so far for the core extension. Since JBox2D is not up to date...
Sorry, I have not had any opportunity to continue on this for quite some time. If the need is there and someone else would like to take up the task...

It's unlikely, but if some adventurous Netbeans user wanted to take a shot at creating one, I am sure we'd consider accepting a contribution.
