Support multiple types of vk Buffer types like uniform, etc (beyond storage buffer)

How should we implement different API for different vk Buffer types? My proposal would be to have different kp TensorTypes. For example TensorType::eUniformBuffer etc.

I tested the commit from #201 by rebasing it on top of current main branch. Seems that it fixes the issue for taller images but unfortunately `rows(1)` still does not...
