Are you running Advanced Rappelling or any of the other Advanced Mods on your server? Remove them and try again.

I did look at it when you mentioned it in #1193 but I am/was under the impression that these functions aren't implemented yet and _someone_ had to do that first....

Just came across this aswell, for somewhat experienced docker users its apparent but it will trip up a lot new users.
Server log please, that's a pretty big bug so unlikely it went unnoticed all this time. Chances are you didn't load whatever mod contains your opfor faction.
I've got mine set to change every 60 minutes. Looking at the logs it doesn't seem to make much sense, a bunch of 429 errors while searching. Then some 403...
