nemisys doesn't enable plugins

Apparently no one has plans to fix this issue if it can be done, for me the plugins fully work, listeners and such work fine, just the commands won't work...

@MattWAnderson Sadly it seems so, a lot of improvements/adjustment's need to be done and no one is actively contributing and most pr's are ignored or some ignorantly turned down.
