Support new 'hardhat' `--user-assert-mode`

The flag `--user-assert-mode` is now in the docs https://docs.scribble.codes/tool/cli-usage, should this Issue be closed?

`sedge cli` with full-node setup creates older version of withdrawal credentials, when it should create the newest version

This is likely because of the version of the `staking-deposit-cli` used in `sedge`. The version in `sedge` is `v2.3.0` but the latest release version of the tool is `v2.7.0`.
