I don't know if it's relevant, but there was an issue with the arm64 / aarch64 architectures a while back https://github.com/pi-hole/docker-pi-hole/issues/587#issuecomment-594251857 Is the fix applied to all architectures?

Adding `DNSMASQ_USER: 'root'` to `environment:` made no difference. Last I checked you couldn't do major upgrades on Raspbian, so going to bullseye would be a full reinstall of the OS,...
