Refactor in preparation for supporting POI and ENTITIES MCA files

Any updates on this? `MCAUtil.read` currently throws an `IllegalArgumentException` when reading an MCA file without a `Level` tag, which neither the entities nor POI files have.

Can't access to the level.dat file in Minecraft 1.16.1

I can't reproduce this issue. NBTExplorer 2.8.0 opens level.dat files from 1.16 and 1.17 worlds without any problems.
