Range slider emits relayout evt on mousemove, should be only on mouseup

We need this as well. Using the range slider currently fires too many events.

Hi again, obviously the error is produced by the "for ... in ..." loop. The loop doesn`t find the element in the "tc" set and therefore it quits with "StopIteration"....
