This should fix some of the flaky tests and speed up some of the water related ones. There's still a failure with `VehicleControlInteractWithWaterTest` however, and I have no idea why....

Spectators should not be included in empire populations on the admin portal

Or perhaps not in the player list at all. Avoids factions looking more populated than they actually are.
