I tried to repro this. My build works without any issues. The environment is plain Windows Server 2022 with Git and Dotnet8 installed. The self-contained app works as well.

@MukeZ Could you run `ldd` from `git bash` on `gdal.dll` in the output directory (usually `bin//net8.0/runtimes/win-x64/native`)? For example: `ldd bin/Release/net8.0/runtimes/win-x64/native/gdal.dll`

Got the same issue. 2 screens setup (external 4k monitor + Mac14'). The issue apperear on the 4k monitor when launching a full screen video on Mac.
