Random bar in the middle of the screen

Description

When NOT in full screen, a random bar mimic the borders of the menu bar appears in the middle of the screen.

Steps to Reproduce

Just setup Ice, then use mac without setting apps in full screen

I would also to add that this random bar can also happen in your external display when you are full screening your laptop display.

+1 I am also having issues with phantom bars on an external display using Ice It seems to be an overlay on all non-full screen apps and looks like the border of an application window

I get the same issue. It happens randomly. I had to restart the app for it to go away

Got the same issue. 2 screens setup (external 4k monitor + Mac14'). The issue apperear on the 4k monitor when launching a full screen video on Mac.
