It seems that NVCleanstall is currently not included in the winget repository. It got removed in the following PR because the URL returned a 404 when accessed via the browser....

NVCleanstall is again available via Winget. Imo this Issue can be closed :)

Can you please try opening a Powershell/Terminal and run `winget --version` manually and copy the output. It seems to me, that winget itself might be the problem in your case
