iOS 8.3, the CTCellularDataPlanSetIsEnabled fuction does not work.
@cloverstd 这几天也看了一下iOS8.3 私有framework 发现 多了一个 CellularPlanManager.framework （/System/Library/PrivateFrameworks/CellularPlanManager.framework），感觉是苹果为不同的设备访问cellular 做的准备，指不定接下来苹果也会有双网双待的功能，这几天分析 CellularPlanManager，暂时还没找到比较好的解决办法。
看了一下 CellularPlanManager 这个里面，好像相关的2g 3g 4g的属性，如果把CellularPlanManager私有framework搞清楚了，应该就有办法控制吧。
