Can confirm this issue as well. I was working through this on another project and decided to test ARM and it was broken too. I tried kernel 5.15.134 and 5.15.136...
I'm struggling with this issue even in a situation where I do have adequate privileges. All the PS Modules are loaded but even with admin level it lists CA Unavailable....
No, this is a single domain/forest configuration.
