Starting with version 0.9.1-beta.24123.2 error on tempfile/folder

After i installed the newest VCRedist (x64), it worked for me. Maybe this helps.

Ah okay, so it's resolved by rendering all headlines? For example on the docfx website it doesn't highlight where you are. Which works in the Default Template. ![image](https://github.com/dotnet/docfx/assets/22131101/08498612-9501-4e91-98c3-a312959a642b)
