1. Code that does the logic should not be interleaved with objects creation and application setup. 2. Public constructors are very problematic for backward compatibility and have issues with exceptions.

Shouldn't `scalastyleGenerateConfig ` be defined only `in ThisBuild`

I think defining it as `scalastyleGenerateConfig in ThisBuild := ...` should do the job. I can check and issue a PR later, don't have time for this now.
