关于lab的web开发的一些问题以及个人困惑

教授你好，因为有一些疑惑所以冒昧的开个issue问一下，希望能得到您的解惑和建议。我是一名国内普通本科大四应届生，对web development招聘的工作或者是实习很感兴趣，但是并没有做过相关的准备（例如托福等英语技能考试），自知暂时没有资格去申请，所以想问一下lab或者是您学生的startup短期内会停止招人吗？以及文中web development提到的相关链接中的Frontend Assignment，是需要先投递resume申请之后再开始对assignment的开发吗？另外我主要熟悉Vue以及其相关的生态使用，暂时没有使用过React，如果想胜任这个work，您对我未来的规划有什么建议或者提示吗，谢谢教授
