Welp, quick update. removing/desoldering the resistor fixed my issue. Apparently the Raspverry Pi4 have a similar issue. https://forums.raspberrypi.com/viewtopic.php?t=269457

Unable to get this to load, I think OBS is waiting for me to allow/select my webcamera in my browser, whichever I've already done  the local file runs properly...
