Have you tried using the vips tools to compare? I'd wager it's bimg causing the slowdown not vips itself. I found bimg can be slow and not scale out so...

toc not highlighting h3 entries

There's an issue with the TOC in general, in that it'll de-highlight an entry even when you're still well within in, because the heading has gone out of the viewport....
