output: enable adaptive sync on new outputs

A small change that should enable adaptive sync on any monitor that supports it. I don't have any monitors that don't support adaptive sync so it may be worth testing...

wlroots has the ability to enable variable refresh rate support on a monitor (under the name adaptive sync), and it would be nice to have the ability to use that...

GzDoom crash on exit (no vulkan)

When exiting Gzdoom it with an exception window and configuration is not saved, even when vulkan is disabled This is the exeption that appears (in a white basic x window)...

Really trippy rendering error with mesa on linux

 I don't think it's supposed to look like this. I'm using an AMD radeon rx 590 if that helps

Some basic bindings to glfw native linux platform functions, I used rawptr to represent the wayland handles since there isn't a vendor library for wayland currently (that I could see)....
