I thinks this plugin https://github.com/dependency-check/dependency-check-sonar-plugin has to solve a similar problem and did it, maybe am wrong. They parse a different input, but hast to represent them at the end...

Yes, sometimes you have to know, if this licence is allowed globaly or only in this project. And so it would be great to have this Information in the report...
