If you want to be able to use `cmd-alt-b` / `cmd-opt-b` you need to modify the file yourself as the PR is still open. Take a look at the file...

Is public ip mandatory to use this action?

Yes. Cloud SQL Proxy does not work without a public url outside of a GCP VPC. So locally or on a GitHub action server, you've gotta have a Public IP
