Thanks to Ninji making this open-source, there are some apps for Android that can do this. Those should work offline.
One specifically called "Animal Guide for ACNH" here https://play.google.com/store/apps/details?id=com.playgroup.animalcrossguide&hl=en_US&gl=US You add your weather seed and from there you can see past and future weather.
I opened a suggestion for this before seeing there was a topic for it already. They seem to most definitely be pseudorandom as TTing backwards to a point in history...
