@niravpatel, per @aljungberg's suggestion, are you still dealing with the issue?
This issue is old, but I did try tooltipsy in IE7 win XP and didn't find any issue regarding the "200px" gap. You might want to close this issue.
Tested on Nokia Lumia 720 and it works like charm. It is a big laggy and it seem 1:1 touch movement doesn't work.
