testing on 74+ nodes we are having some issues with it linking, it takes 2 State changed for it to be Fixed, it mostly happens when a node is placed...
the issue was that it was placed as ``Singleton`` and not as ``Scoped``, i fixed it in my PR

Had same issue on windows going from 10.0.0 -> 10.0.1 > dotnet workload config --update-mode manifests seemed to have fixed it
