It seems probably caused by a typo in settings txt file, can you upload the settings file you used?
Looks like a video codec for h264 missing issue maybe reinstall ffmpeg? run command like "conda install -c conda-forge ffmpeg" Or install a video player such like VLC
I didn't test it with .bat though. You can try directly run "python setup.py" using Anaconda Prompt instead of making a bat file, in Anaconda Prompt it automatically know commands...
