I have the same issue.
Ok, I found that if you use the image: nextcloud:apache for cron instead image: nextcloud:23.0.0 it works.
I also have a similar issue. But in my case the freezing happens when I connect mu USB network adapter R8188EU. When it tries to connect to a know network...
