You need to install Microsoft Visual C++ 2015 (if it's not this one, then install 2012/2017).
Prolly related to https://github.com/dlrudie/Snip/commit/cd419788b43b5c62512f4c29d9641b7ae8af92c2. Did you try selecting a player?
Right-click the Snip icon in your task bar.
I don't have win11 however on win10 it does sit in the task bar.  See the blue circle icon next to the language bar (EN).
Just add space in the output text field... 
In the documentation, it says "--dev Space separated list of cuda devices", so it should be: `--dev 0 1 3`
