After looking into this issue, does adding both `disable` and `enable` directives' problems into the `disableDirectivesForProblem` array will work in this [line](https://github.com/eslint/eslint/blob/92bf49a4b39dde728fbc6d348e62c7009e21cf7d/lib/linter/apply-disable-directives.js#L217)?
