VS2017: "prerequisites that cannot be resolved"

No plans to switch to VS2019 in the immediate future: will jump to 2022 directly. I have only this installation of VS2017 to work with; I develop on Linux usually....

lost Interrupts for Digital Pin and attached ISR function

I think this is a bug. Solved by following luni64's suggestion: https://github.com/luni64/EncoderTool/issues/2#issuecomment-831365667 Sorry, don't know how to properly submit a PR yet!
