Type checker Error after ResolveRefsPass

Can you share your configuration? Do you also have `ReBindRefsPass`, we need the two passes work together. cc @thezhangwei

Dex 39 is not supported as the error msg said, we are working on supporting new versions but it's currently not our high priority.
