In "Update settings", the "Auto download" option is set to "On Wifi". I think this is ok and I don't see why it prevents from knowing if there are updates...
I changed "Auto download" to "Always" and same behavior: "Checking for updates..." with an indefinitely rotating circle on mobile network / works fine on wifi
