env() does not work in config.toml arrays

Any updates on this? This also happens when env() is used as part of a string like so `env(ENV_VAR)/api/some-endpoint`. This may be related to the regex used [here](https://github.com/supabase/cli/blob/f81c17bbcecaae478e1c19d155dd6fef33f3d08d/pkg/config/config.go#L361) to match...
