feat: Add named pipes entrypoint for Visual Studio

Adding an entrypoint for external users (e.g. Visual Studio) which uses named pipes instead of TCP sockets.

Pass the correct ResolutionMode to the resolver when resolving imports/type directives, and for resolvedModules on the file.
