ARM image doesn't include ARM binaries

**Describe the issue** Docker image [5.14.0](https://hub.docker.com/layers/mockserver/mockserver/5.14.0/images/sha256-99c1910db1b3459ba0b2a847b8136748dd0cfea9afc496ae7d3e6e258c0520cb?context=explore) doesn't include ARM binaries inside the image. The problem is that both docker images are built based on [distroless java 17](https://github.com/mock-server/mockserver/blob/96c8722d01641fc860974f4803a2a9b1a4ae4be8/docker/Dockerfile#L39) which doesn't include...
