Various attributes in TF2's source code are disabled for seemingly no reason, and with additions such as VScript, the SDK itself, and ``trigger_add_or_remove_tf_player_attributes``, there is no reason to keep them...

Fixes a typo where the dispenser case was calling the teleporter_build_rate_multiplier; now it calls "dispenser_build_rate_multiplier" instead. This should cause no conflicts, since ``teleporter_build_rate_multiplier`` has gone unused in any official capacity...
