it doesnt look like cloudfunction api directly exposes this. there might be an extra step needed here according to : https://cloud.google.com/sql/docs/mysql/connect-functions#public-ip-default. might be simpler with private conn: https://cloud.google.com/sql/docs/mysql/connect-functions#private-ip
