Under the "Assignees" heading, I think `http://unicode.org/cldr/trac/report/61` is a old link (that is redirecting to `https://cldr.unicode.org/requesting_changes#TOC-Filing-a-Ticket`). I'm not sure what the proper link should be.
There are other files needed to support the keyboard file. See https://help.keyman.com/developer/keyboards/ for information on submitting a keyboard. This version talks about the .kmn and .keyboard-touch-layout files, rather than .xml...
@mauriu The Noto fonts should now be available in the repository.
Not sure why merging #3615 didn't close this issue, but closing it now manually.
