There are other files needed to support the keyboard file. See https://help.keyman.com/developer/keyboards/ for information on submitting a keyboard. This version talks about the .kmn and .keyboard-touch-layout files, rather than .xml files, but the organizational principles are the same.

If the kazakh_arabic.xml and kazakh_arabic_international.xml files represent two different keyboards, it would be better to submit them in separate pull requests. In addition, please get one keyboard fully submitted and approved before submitting a second one. This will save time for you as well as the reviewer.
