Sql exception issue test

Fails due to what seems to be build agent stuff. Compiles and runs test locally just fine.

So i added a TestCase PR, illustrating the issue. I would not mind submitting a PR to fix the issue. But i wouldn't know where to look.

Where is PhoneNumberToCarrierMapper and PhoneNumberToTimeZonesMapper

PhoneNumberToCarrier mapper? What would you expect that to do ? Because numbers change carrier all the time, so i wonder how that would work in a library such as this...
