The URL returns a HTML file - try opening it in Notepad. Your browser works because it runs the JavaScript inside which redirects it to the ultimate URL.
You could parse the HTML with a regex to obtain the URL… but then that’s just as prone to breakage as a basic web scrape of the homepage.
It’s probably just a temporary issue with their site - the main download page https://zoom.us/zoomrooms/software is still offering up the broken link https://zoom.us/client/latest/ZoomRooms.exe.
I've been using those URLs for some time, they all support the "zoom.us/client/latest" path, I then extract the version from the fully resolved URL that swaps 'latest' for the version....

Experiencing the same on 2312.878, the 2nd URL in the OP is returning a result whereas the 1st one returns an empty page.
