cannot install the component on Berlin

i got the following error Can't load package C:\Users\Public\Documents\Embarcadero\Studio\18.0\Bpl\dclVCLOpenCV.bpl. The specified module could not be found.

on some machines it does not read the id instead generate zeros

in some desktops it gives to be filled by oem in Table 1 System Info

i am testing this in seattle but i got the java class is not declared in seattle any idea why ?
