Target doesn't work on NPCs by default. I'm pretty sure there's an option to re-enable NPC targeting in SimpleTweaks though.
I wanna know this too. You could do something simple where it just eats/drinks every 15/30 minutes based on the buffs you're using but I have no clue how to...
