SL lower bound key is never set

original issue updated. Looks like a problem where they're only written for non-permanent deletes. I might be able to fork a fix.

update SL keys on both perm and non-perm deletes

Generating SL keys was only part of the solution. I've also incorporated additional handling that takes these values into account when constructing the BatchGet keys.
