I think, and forgive me since I am and end-user myself, that the option in FBI that says QR Code _Install_ is doing exactly what it is supposed to do.
Payload issue most likely, not with HBL itself.

Multi part cias like dlc usually take a minute or two to update the display I think.
To share, I tried using Shameless to generate the QR Code for FBI Network Install for the US Region Themes and it errored out.
