searching for tag waterway:sign i have found CEVNI Notice Marks used in European Inland Waterways maybe use these tags in replacement of one from Freitonne http://wiki.openstreetmap.org/wiki/OpenSeaMap/CEVNI_Notice_Marks
yes it is "no_turning" in freitonne extention the vale is "no_u_turn" ok for rebdering at zoom 18
it's a good idee maybe only at a small zoom factor?

Maybe the tag layer=0 on the waterway give some problem?
