DynamicSoundEffectInstance PlatformStop not working correctly.

I found a problem with the DynamicSoundEffectInstance on WindowsDX. Is is really specific and I only found out because sometimes my audio breaks on my game boy sound system player...

I described the issue at #7819. If there are things I need to change or more information I need to provided please let me know.
